NAKASAAD sa 1987 Philippine Constitution na ang edukasyon ang taunang may pinakamalaking parte sa national budget ng bansa.
Ito’y para matiyak na may eksaktong kapasidad ang bawat kabataang Pilipino sa alinmang larangan na kanilang nais.
Pati na ang pagbibigay ng sapat na pribilehiyo sa mga guro para maging competent sa pagtuturo.

(5) The State shall assign the highest budgetary priority to education and ensure that teaching will attract and retain its rightful share of the best available talents through adequate remuneration and other means of job satisfaction and fulfillment.
Ngunit iba ang nakikita ni Davao City Rep. Isidro Ungab sa 2025 National Budget na kakapirma lang ni Pangulong Bongbong Marcos Jr. bago mag-Bagong Taon.
Saad ni Ungab, na naging 3-time chairman ng makapangyarihang House Committee on Appropriations—hindi totoo na ang education sector ang nakatanggap ng pinakamalaking budget allocation ngayong taon.
Katunayan, Department of Public Works and Highways (DPWH) ang nakatanggap ng mas malaking parte sa pambansang pondo sa P1.114T.
Kumpara ‘yan sa P984B na totoong alokasyon sa education sector ngayong taon.
Sa kumpyutasyon ni Ungab, kahit nag-veto si Marcos Jr. ng mahigit P26B sa DPWH Budget ay mas malaki pa rin ang pondo ng public works sa edukasyon.
Bukod sa DPWH Budget, nag-veto rin si Marcos Jr. ng P168.240B na alokasyon sa ilalim ng unprogrammed funds.
Pero, sa realidad, hanggang papel lamang ang unprogrammed funds dahil malalagyan lamang ito ng pondo kapag may sobrang pera ang pamahalaan o kung magpapatupad ng panibagong taxation.
“Is the new computation intended to skirt the fundamental law, making it appear to be compliant with the Constitutional mandate that education should have the highest budgetary allocation?” pahayag ni Davao City Rep. Isidro Ungab, Former House Appropriations Committee Chairman.
Kinuwestiyon naman ng beteranong kongresista ang pagtanggal sa Convergence Projects sa DPWH gayong tradisyon sa Kongreso na hindi ito gawin.
Kinuwestyon din nito ang pagkakasali sa Salary Differential sa budget sa Education Sector gayong nakapaloob na ito sa Miscellaneous Personnel and Benefit Funds (MPBF) sa matagal nang panahon.
“This is the first time that adjustments are made, additional items are included and some projects are excluded to and from the Education sector, as well as the DPWH budget,” saad ni Ungab.
Napuna rin ang mahigit P54B na tinapyas sa MPBF ngayong taon mula sa orihinal na mahigit P163B sa National Expenditure Program o ang orihinal na budget proposal mula sa Office of the President.
Paghahatian ang MPBF ng lahat ng ahensiya ng gobyerno para bayaran ang salary/compensation at adjustments/differential ng mga kawani nito.
Pero dahil nilagay ang MPBF sa education sector sa P60.590B at DPWH sa P1.217B, ay mahigit sa P8B na lamang na pambayad sa mga empleyado ang paghahatian ng natitirang mga ahensiya ng pamahalaan.
‘’Of the P109.128 billion, P70.0 billion is for salary/compensation adjustments/differential. If P60.590 billion is earmarked for the education sector and P1.217 billion is earmarked for the DPWH, only the amount of P8.192 billion is left in the MPBF to be shared by all other departments and agencies in the government,’’ ani Ungab.

‘’They’re trying to justify of what is illegal. Pumunta na sila sa Korte Suprema,’’ ayon kay Atty. Salvador Panelo.
Sa huli, nanindigan si Ungab na ‘constitutionally infirm’ o kuwestiyunable ang 2025 National Budget.
