ABS-CBN to be granted with provisional franchise until October this year

FOLLOWING the sponsorship speech of House Speaker Alan Peter Cayetano and Deputy Speaker Dan Fernandez, the ABS-CBN franchise bill was immediately approved via viva voce voting with the Committee of the Whole.

The approved House Bill 6732 is a provisional franchise that will last until October 31, 2020.

Due to this step of the House, the proposal is no longer passed in the Committee on Legislative Franchises.

The Committee of the Whole quickly approved the committee report.

During the interpellation period, Bayan Muna Representative Carlos Zarate was among those who asked and Deputy Speaker Lray Villafuerte sponsored the proposal.

The period of amendments continues today.

The leadership, meanwhile, is aiming that the proposal will be approved in the second reading tonight.

At the notice of the House leadership, the step is to provide due process and to hear all sides on issues facing ABS-CBN.

As such, he said the House Committee on Legislative Franchises will continue for ABS-CBN’s full 25-year franchise wherein to hear the issues being raised for and against the renewal of the franchise of the media outfit.

The proposal can only be pass until the second reading as it is not certified as urgent.

It is expected to be approved on the third reading by Monday and the ball is in the hands of the Senate in the wake of the franchise discussion.

This afternoon the leadership clearly demonstrated their power of approving the law.

Only this afternoon the proposal was filed. Quickly referred to the Committee on Rules, the report of the Committee of the Whole was quickly approved and passed into the 2nd reading immediately.

It can be remembered Speaker Cayetano said yesterday that the ABS-CBN franchise is not in their priority because they will prioritize the government’s COVID response.

But today, he is the main sponsor of the franchise bill.
