DEPUTY Speaker and Davao City Representative Paolo Duterte wanted to investigate ABS-CBN‘s alleged violations of the franchise which the company filed in the House before its expiration.
At the same time, Duterte filed House Resolution 853 with House Committee on Accounts Chairman Abraham Tolentino and House Committee on Appropriations Chairman Eric Yap.
The resolution specified ABS-CBN’s operation of the pay-per-view channel using free-to-air signals that clearly violate the previous legislative franchise awarded by Congress.
Instead of stopping it based on the previous mandate of the National Telecommunications Commission (NTC), the network continued operations.
The resolution also states that ABS-CBN is alleged benefitting the public using air frequencies free of charge and from the government.
Moreover, it is also an alleged constitutional violation of ABS-CBN to provide Philippine depository receipts to foreigners.
