THE two offices joined forces to intensify service to the people and speed up service delivery the Anti-Red Tape Authority and Civil Service Commission (CSC) signed an agreement on Thursday morning.
In the Memorandum of Agreement signed by ARTA and CSC, the responsibility and role of the two agencies in implementing Republic Act 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act are detailed.
It addresses complaints against government officials or employees who have been found to have violated the said law.
“The good thing about the MOA we signed is that the functions of the two offices are clearly delineated, but there’s no waiting, so we don’t have to worry about whose function it is,” according to Atty. Karlo Nograles, Chairperson, Civil Service Commission.
“We hope that the confusion about who the complainant will go to will disappear. There will also be confusion as far as respective offices are concerned,” Nograles added.
ARTA will act on complaints endorsed by the CSC against government officials and employees involved in red tape.
The ARTA will investigate, and if it is proven that there is a violation against the complainants, they will be charged to the Office of the Ombudsman or the Civil Service Commission.
Because of this, ARTA expects a faster response to said complaints.
“Our Memorandum of Agreement with the Civil Service Commission will tell the people that we are serious about it in our fight against red tape and will make no exceptions. We will investigate, after due investigation, we will recommend appropriate charges whoever that may be,” Sec. Ernesto Perez, Director General, Anti-Red Tape Authority said.

ARTA said government officials cannot ignore the complaint.
They must answer and resolve it within 72 hours.
“This really shows the people that the government is serious about answering your concerns and complaints whatsoever and that all agencies are mandated to act on it within three days from referral by the 8888. Otherwise, they will be facing charges,” Perez added.
