NAKATUTOK sa pangangasiwa ng likas na yaman ang bagong opisina ng Department of Environment and Natural Resources (DENR) na Geospatial Database Office.
Pinangunahan ni Pangulong Ferdinand R. Marcos Jr. ang sectoral meeting kasama ang cabinet secretaries sa Malacañang Palace nitong Martes, Hunyo 27, 2023.
Sinabi ni Malacañang press briefer Daphne Oseña-Paez sa pulong balitaan na nakatuon ang talakayan sa pagtatatag ng National Natural Resource Geospatial Database Office (GDO), ang bagong opisina sa ilalim ng Department of Environment and Natural Resources (DENR).
Ipinaliwanag naman ni DENR Secretary Maria Antonina Yulo-Loyzaga na ‘essential’ ang naturang opisina para sa pangangasiwa ng natural resources.
Ang geospatial database ay gumagamit ng mga satellite imagery at isa itong mapping tool na gagamitin upang makatulong sa pagtukoy ng mga lugar para sa reforestation, watershed management, mining policies, at iba pa.
“So iyong geospatial database po ay gumagamit ng mga satellite imagery and other tools to process kung ano po ang nandidiyan for example, nasaan po ang river basins natin? What is the flow of those river basins? Kung tutuusin, malakas ba or mahina ang flow through the river basins and the watersheds that they host ‘no? Ang forest natin, ilan ba talaga ang nako-cover in terms of ang classified forest lands po natin ay 15 million hectares?” pahayag Sec. Maria Antonina Yulo-Loyzaga, DENR.
2-M ektarya ng forest lands, prayoridad sa reforestation program ng DENR
Idinagdag pa ng kalihim na prayoridad ngayon ng ahensiya ang dalawang milyong ektarya ng forest lands sa reforestation program nito.
Target aniya ng DENR na simulan ang reforestation efforts sa Cagayan Valley at Mindanao.
“Alam ninyo po, mayroon tayong dating programa called the National Greening Program. May mga sites po tayo na nag-graduate na po sa programang iyon. Those sites need to be maintained and need to be sustained in order for us not to lose further ‘no, the cover that they actually prevented – and sana po ma-enhance pa. So in terms of our own targets sa DENR, we want to do two million hectares as a priority,” pahayag ni Sec. Maria Antonina Yulo-Loyzaga, DENR.
Inihayag pa ng DENR chief na ang aspeto ng pamamahala rito ay sa pamamagitan ng whole-of-society at whole-of-government approach.
Binigyang-diin din ni Loyzaga na kinakailangan ng pakikipagtulungan ng gobyerno sa iba’t ibang sektor para maisakatuparan ang mga reforestation program sa natukoy na priority areas.
“Mayroon po kaming for example ngayon, isang convergence initiative ano po with DPWH, with DILG, sa governance with NEDA, with LWUA, pati pa iyong MWSS kasama na po. Ang nagawa po ng DPWH is inimbita po nila kami at iyong mga ibang departments to join them in the implementation of nationally-funded local water projects. So ang role po ng DENR using this tool is to identify the best surface water source doon po sa mga projects na iyon,” dagdag ni Loyzaga.
“I just want to reiterate what the President had said at the meeting. He said that this tool and this office that Secretary Loyzaga had presented to you, strengthens the monitoring and enforcement of our existing laws already,” wika ni Daphne Oseña-Paez, Malacañang Press Briefer.
Sinabi ni Yulo-Loyzaga na nagawa nilang itatag ang geospatial database office nang walang karagdagang budget ng DENR, sa pamamagitan lamang ng paggamit ng available resources sa ahensiya para sa kasalukuyang fiscal year.
Nakikipagtulungan naman ang DENR sa Philippine Space Agency sa paggamit at pagkuha ng satellite images na gagamitin at ipoproseso ng GDO.
Si DENR Undersecretary Carlos Primo David ang siyang mamumuno sa GDO.
