Dating Pangulong Duterte, may mensahe sa ICC

MAY mensahe si dating Pangulong Rodrigo Roa Duterte sa International Criminal Court (ICC) sa kabila ng kanilang pagpupumilit na muling buksan ang imbestigasyon sa Pilipinas ukol sa war on drugs ng noong nakaraang administrasyon.

“You know ICC, you want me to go to prison? I will, as a matter of fact, I did it as a matter of principle. So that I will die for it and go to prison and rot there until kingdom come,” pahayag ni dating Pangulong Duterte.

“Di nga lang alam ng ICC if you think that all those killings were perpetrated by gov’t agents, you are wrong, better still you should be on the ground,” dagdag ng dating Pangulo.

Ito ang mga binitawang salita ni dating Pangulong Duterte sa kabila ng pagpupumilit ng International Criminal Court na muling buksan ang kanilang imbestigasyon sa war on drugs campaign bagamat hindi na miyembro ang Pilipinas sa ICC.

Taong Nobyembre 2021 nang pansamantalang sinuspinde ng ICC Office of the Prosecutor ang nasabing imbestigasyon ngunit ipagpapatuloy pa rin ang kanilang pag-aanalisa sa impormasyong kanilang hawak at natanggap.

Ngunit noong Huwebes, Enero 26, ay pinahintulutan ng International Criminal Court panel of judges sa Hague ang Office of the Prosecutor na ipagpatuloy ang imbestigasyon dahil hindi umano nila nakikita na nagsasagawa ng makabuluhang imbestigasyon ang pamahalaan kaugnay sa war on drugs campaign.

Ngunit ayon kay dating Pangulong Duterte, dapat munang magkaroon ng pahinulot ang ICC mula sa Pilipinas na manghimasok at mag imbestiga ukol sa nasabing isyu.

Ayon sa dating Pangulo, naghahanap lamang ng gulo ang International Criminal Court.

“You cannot just intrude into the country and start an investigation because that’s a function of the sovereign state. If you don’t have the permission from the state from Congress or from President, you have no business conducting an investigation here, parang sino ka who are you? May I ask them, who are you to initiate an investigation here? May you do it outside but if you come here and start to summon people, sending them summons subpoena or whatever in the name of what, your court? You are just looking for trouble. And if you’re looking for trouble, trouble will come,” aniya pa.

Matatandaang una nang sinabi ni Pangulong Ferdinand “Bongbong” Marcos Jr. na hindi na muling sasali ang Pilipinas sa ICC.

“Sinasabi ngayon na itutuloy ang [ICC] imbestigasyon, e sinasabi naman namin may imbestigasyon naman dito at patuloy rin naman ang imbestigasyon, bakit magkakaron ng ganoon?” saad ni Pangulong Marcos.

Para naman kay Justice Secretary Remulla, gumugulong ang hustisya ng Philippine justice system at hindi umano welcome ang ICC na mag-imbestiga sa Pilipinas.

“Definitely, I do not welcome this move. I will not welcome them [ICC] in the Philippines unless they make clean that they will respect us. I will not stand for any of these antics that will tend to question our sovereignty. We will not accept that,” tugon ni Sec. Jesus Crispin ‘Boying’ Remulla, Department of Justice.

Kaugnay nito, nais naman ni Presidential Chief Legal Counsel Juan Ponce Enrile na arestuhin ang mga ICC investigators sa oras na pumasok sila sa bansa, dahil masyado na raw nanghihimasok ang ICC sa internal affairs ng Pilipinas.

“If they [ICC] come here, if I were to be followed, I will cause their arrest. They interfere too much in our internal affairs,” ayon naman kay Presidential Chief Legal Counsel Juan Ponce Enrile.

Samantala, kinuwestyon ng dating Pangulo ang ICC kung mayroon nga bang batas na nagbabawal sa isang Punong Ehekutibo na bantaan ang mga kriminal.

“Since when was it a crime for a sovereign head of state, since when was it a crime for me to threaten criminals? Sige daw,” pahayag ni dating Pangulong Duterte.

 “When was it wrong to say do not destroy my children because I will kill you?” ani FPRRD.

Giniit din ng dating Pangulo na ang kaniyang kampanya sa pagsugpo ng iligal na droga at krimen ay bahagi ng kaniyang pangako na protektahan ang bansa.

“You take your oath to protect the country and the people, how can I protect you? Just empty words? You have to, when you say I protect you I will protect you and if I have to kill those who want to harm you, then so be it,” dagdag ng dating Pangulo.

Samantala, nagpahayag muli ng suporta si Pastor Apollo C. Quiboloy sa dating Pangulo.

“We’ve known Davao City as the wild, wild, west before you became the mayor and it was a lawless city and it was a city where everybody feared to come and when you took over you took the cudgel of the city, you took the bull by the horn and we see the result after that to make the story short. Now it’s the most desired city to live in because of peace and order, the discipline you imposed and I think that’s the legacy you left behind and it made an impact to the Philippines when you became president that’s why SMNI “Gikan Sa Masa Para Sa Masa” is your sounding board and the people would like to hear that from you as long as you are here to satisfy what is in their hearts that this country should not fall to this kind of problem anymore,” pahayag ni Pastor Apollo C.
