Delivery riders now exempted from securing biz permits

THE Davao City Council on Tuesday has passed an ordinance, on second reading, exempting delivery riders from securing business permits.

The city council amended the City Ordinance No. 0612-21 which required food delivery riders to pay various fees such as the business permit fee of P1,000, barangay clearance fee of P100, tax clearance fee of P50, delivery vehicles sticker fee of P200, health certificate fee of P50, laboratory fee of P80 and other relevant fees.

The amendment was made in response of the call of delivery riders to exempt them from securing business permits.

Councilor Myrna Dalodo-Ortiz, the chairperson of the Committee on Trade, Commerce and Industry, during the regular session at the Sangguniang Panlungsod on Tuesday said the fees paid by delivery riders are a major burden for them and may have unforeseen consequences such as lowering their earnings because of unstable income and high operating costs.

“Given the potential impact on the livelihood of thousands of delivery riders, across Davao City, upon the direction of our Local Chief Executive Mayor Sebastian Duterte, it is crucial that we act swiftly and address their concerns,” she said.

With the amended ordinance, delivery riders are no longer required to obtain business permits. Instead, they must obtain an individual occupational permit and pay a P125 annual fee.

Dalodo-Ortiz, in a media interview, said that they amended ordinance since delivery riders are not business owners.

“Their job is to deliver in terms of services to the people in our city of Davao. They also don’t have a permanent office or shop here. So it follows, they will not be asked for certificates. We find it proper to grant their request,” she said.

She called on delivery riders to pay the individual occupational permits on time to avoid penalties and additional charges.

“It is stipulated in our ordinance that you must pay on time because even if it is small, there are still surcharge and penalties that will be imposed. Since it could be that the surcharge and penalties are bigger than the amount due,” she said.
