FORMER President Rodrigo R. Duterte stressed that the country’s police force has already been corrupted by criminally inclined individuals, and some of these men have become underlings of politicians instead of protecting the public.
“We have a very serious problem with the police. There seems to be a massive corruption going on,” said former President Rodrigo R. Duterte.
In a recent episode of “Gikan sa Masa, Para sa Masa” with Pastor Apollo C. Quiboloy, former President Duterte stated that the Philippine National Police (PNP) has been corrupted by criminals.
In an illustration, Duterte showed that different clans make up PNP and that most of its personnel are honest and reliable individuals.
However, the organization has been penetrated by shameless officers who are only thinking about their own benefits.
The former president stressed that there are already criminals within the said organization.
“This is how it is. Look carefully. I will separate the paper first. Look carefully. I will only use one. This is the police, so I won’t put it all in, I’ll just take a sample. That’s the police. Because there are many tribes—Ilocano, Bisaya, Muslim, Igorot, Waray, I’ll mix it up.”
“So that is the police organization. That mongo seeds [are] the only representative of the composition of the organization. So this is the case. That is our PNP—Philippine National Police. Most here good, honest, hardworking.”
“The problem is this is what I have. This is very little. These are stupid shameless policemen. The general down to the patrolman is involved. That’s it, there they are. Mix that now. Now tell me, how can you solve the problem?”
“There are bad eggs out there—criminals, these bastards, these police are really criminals. There are criminals or criminally inclined who entered the Philippine National Police,” Duterte added.
Duterte claims some police become underlings
Duterte also slammed the police personnel that are receiving money from politicians and are even doing some dirty work for them.
“The problem with these policemen is that instead of just being a mere government functionary protecting the life, they have become followers. So, others are doing it as if they are being ordered like a mere follower of a politician.”
“Others are using and making fools of themselves and the difficult thing about that is that in some cities they accept money from politicians.”
“The problem with these idiots, you cops, scumbags, you use them in politics, even when you are ordered to kill his opponent, you obey. You can no longer tell you sir my job is to protect your life, if that is the limit or the parameters of my job, I will die for you protecting your life,” said Duterte.
Duterte blames leadership
Duterte also said that the corruption in the police force goes down with its leadership.
He said that if the chief of police is corrupt then the subordinates are also likely to be corrupt.
“These are the police, you know what is the problem of the police, what is the problem here? How do you solve a problem? You’re going to shake that, but how do you find those idiots? You know that it’s a question of leadership. ‘If it’s corrupt at the top, it’s all corrupt. When you accept this, accept all that, down the line like that.”
“Human beings, human rights, the right to remain silent, the right to be presumed innocent, that’s ok. These police, these criminals will just play with you, you sue and then the following day they have money, they can get out right away. Look at the police who were sued, just look at the TV, he was asked, who paid your bail bond? He said I don’t know. His bail bond is 130,000. And he pretends to have amnesia or everything,” Duterte added.
On the other hand, President Ferdinand R. Marcos, Jr. said in a forum in the United States that he established a commission to investigate police officers who are suspected of being linked to the illegal drug trade.
As a result, the Chief Executive requested the resignation of all police officers with such links, and so far, he has received 917 resignations from police officers at or above the rank of colonel.
