IPINALIWANAG ni dating National Security Adviser (NSA), Hermogenes Esperon, Jr. kung saan ginagamit ang confidential at intelligence funds.
‘‘Ang confidential funds are used by the civilian agencies. Ang intelligence funds are used by security agencies especially the Armed Forces and the police,’’ ayon kay Hermogenes Esperon Jr., Former National Security Adviser.
Nababanggit kasi ang isyu matapos bigyan ng P125-M na confidential funds ng Office of the President (OP) ang Office of the Vice President (OVP).
Hinugot ito mula sa contingent funds ng tanggapan ng Pangulo.
Saad ni Esperon, maraming pinaggagamitan ang confidential funds.
‘‘One is on counter-intelligence. Which is the protection of personnel, documents and communications. Mayroon namang operational. Operational is the use of human intelligence, technical intelligence and other ways of collecting information,’’ dagdag pa ni Esperon.
Saad ni Esperson na dati ring Armed Forces Chief of Staff na mahalaga ang confidential funds para matiyak ang loyalty ng mga tao sa gobyerno. Para matiyak na hindi sila mga espiya at mga kalaban ng estado.
‘‘All agencies must be recruiting people that are fit to the job. Na ang loyalty nila ay to the people and their objective is to serve the people or the agency itself,’’ saad pa ng dating kalihim.
Sa kaso ni VP Sara Duterte, saad ni Esperon na importanteng-importante ang confidential funds. Lalo na sa trabaho ni VP Sara bilang Education Secretary. At hindi aniya dapat ito kinukuwestiyon ng mga makakaliwa sa Kamara.
‘‘Kailangan ‘yang mga teachers mo ang loyalty sa Department of Education (DepEd) and ang dedication nila towards the enhancement of learning capabilities and improvement of the youth. Hindi ‘yung mga teachers pala sila ‘yung namumuno para mag-recruit ng tao para ma-radicalized,’’ ayon pa kay Esperon.
Ang makakaliwang party-list organizations na naunang tinukoy ni dating Pangulong Rodrigo Roa Duterte na prente ng CPP-NPA-NDF ay walang kapaguran sa paulit-ulit na pagtatanong sa confidential and intelligence funds sa lahat ng mga ahensiyang sumalang sa 2024 budget hearings.
Kaya tanong tuloy ni Esperon, bakit tila natatakot ang mga ito na magkaroon ng confidential funds ang mga ahensiya ng gobyerno?
‘‘They are not representatives of the people but they are representatives of the combined CPP-NPA-NDF. Nandiyan sila, so bawat galaw o effort na makakapuksa sa kanila ay lalabanan nila,’’ dagdag pa nito.
May paalala naman ang beteranong opisyal sa mga mambabatas. Lalo na sa mga nagpapadala sa udyok ng mga makakaliwa sa Kamara na idetalye sa publiko ang intelligence and confidential funds. Dahil kung mangyayari iyon, malalaman aniya ng mga kalaban ang lahat ng plano ng pamahalaan.

‘‘They are against the Anti-Terrorism Law, they are against NTF-ELCAC, they are against personal security, they are against documents security, they are against intelligence. Pero sila mismo ‘eh ano bang ginagawa nila? Sila nga ang ano ‘eh kumikit-kit sa mga dokumento. Lahat ng dokumento diyan sa Congress dapat may classified documents din diyan. ‘Yung intelligence budget dapat hindi nila alam ‘yan. Dapat may select committee para hindi ‘yung lahat-lahat ay makakaalam. Otherwise, ‘yung kalaban natin which is not only the CPP-NPA-NDF ay alam. Eh di malalaman din ‘yung ating efforts ng ibang organizations or even countries na hindi katugma ng ating national interest,’’ ayon pa kay Esperon.
