MARINA conducts workshop to strengthen agency procurement processes

THE Maritime Industry Authority (MARINA) conducted a three-day Workshop on Procurement Processes on 18–20 June 2025, aimed at strengthening transparency, efficiency, and compliance in its procurement practices.

The workshop gathered procurement officers, Bids and Awards Committee (BAC) Secretariat members, and personnel from MARINA’s Central and Regional Offices to enhance their knowledge of Republic Act No. 9184 or the Government Procurement Reform Act, as well as its latest amendments under Republic Act No. 12009 and its Implementing Rules and Regulations (IRR).

In her opening remarks, Deputy Administrator for Planning Nenita S. Atienza emphasized that the activity is part of the agency’s commitment to ensuring procurement processes are implemented with transparency, accountability, and competence.

The program covered various topics such as Overview of Procurement 101 and Modes of Procurement under the new law; Workshop on the Preparation of the Project Procurement Management Plan (PPMP); and in-depth training on Contract Implementation, Cost Estimates, and preparation of Technical Specifications, Scope of Work, and Terms of Reference.

The workshop also served as a venue for consultation, where participants discussed field-level challenges and shared experiences related to procurement.

Inputs gathered during the activity will be used to inform MARINA’s continuing reforms in procurement governance.
In her closing remarks, MARINA Administrator Sonia B. Malaluan reiterated the importance of institutional capability building and consistent compliance with procurement laws.

She also encouraged participants to apply the lessons learned to ensure effective and lawful procurement processes across all MARINA offices.

The sessions were facilitated by Atty. Zenaida B. Bautista, Director IV of the Procurement Management Service at the Department of Transportation (DOTr), and Ms. Armi Cecilia L. Dela Cruz, Chief of the BAC Secretariat Division, who are accredited resource speakers of the Government Procurement Policy Board – Technical Support Office (GPPB‑TSO).

They were joined by procurement personnel from MARINA’s Management, Financial and Administrative Service (MFAS) – Procurement Division.
