MMDA: E-vehicles banned on Metro Manila national roads

SEVERAL e-vehicle accidents on the roads recently have gone viral online.

Videos show some e-vehicles violating road rules, including a minor driving an e-trike on a main road.

In 2023, the Metropolitan Manila Development Authority (MMDA) recorded over 500 e-vehicle accidents, alarming both the agency and Metro Manila mayors.

These are among the factors as to why the Metro Manila Council agreed to ban e-vehicles from national roads under MMDA, including major routes like Recto Avenue, EDSA, and others.

“Ultimately, the objective is to regulate and impose fines to ensure the safety of everyone lalong lalo na dumadami pa nga po ang mga e-trikes and e-bikes sa ating mga kalye,” said Mayor Francis Zamora, San Juan City.

The primary goal is to regulate and fine to ensure safety, especially with the increasing number of e-trikes and e-bikes on our streets.

Local governments in Metro Manila will identify other roads in their jurisdiction where e-vehicles are banned.

Under the resolution, MMDA and Metro Manila Council aim to reinforce the Department of the Interior and Local Government’s memorandum circular issued against e-vehicles.

“The DILG MMC Memorandum Circular lacks penal provisions, prohibiting without appropriate penalties. It’s time to strengthen this prohibition,” said Romando Artes, Acting Chairman, MMDA.

According to the MMC resolution, those caught on national roads will received a fine of P2,500.

And if the driver does not have a license, their vehicle will be impounded.

Critics, however, slammed the resolution as anti-poor, but according to the MMDA:

“It’s about time to stop using the anti-poor argument because our primary concern is everyone’s safety, not just for e-bike users but also for other vehicles—like cars and motorcycles, on the road,” said Artes.

“So, this is for the safety of all, not a fight between the poor and the wealthy,” he added.

Meanwhile, the Land Transportation Office (LTO) is establishing registration guidelines for e-vehicles.
