IKINABABAHALA ni Iligan City Rep. Frederick Siao na baka hindi nationwide ang pagpapatupad ng deferment ng SSS at PhilHealth contribution ngayong taon.
Sa gitna na rin ito ng hakbang ng kongreso na bigyan ng kapangyarihan si Pangulong Duterte na iurong ang pagpapatupad ng contribution hike sa dalawang government insurance institutions.
Ayon kay Siao na siyang Chairman ng House Committee on Civil Service & Professional Regulation na posible na ang deferment ay limitado lamang sa mga lugar na nasa General Community Quarantine o GCQ tulad ng Metro Manila.
“However, let us consider that the deferment could be limited just to Metro Manila, Iligan City, and other areas that have been under GCQ for many months now,” pahayag ni Siao.
Dahil mas maluwag ang GCQ areas ay nasa 50% ng SSS at PhilHealth members dito ay may kakayahan na bayaran ang contribution increase.
“Deferment of rate hike in GCQ areas makes financial sense because the upper 50 percent of paying members can afford to pay the premium increase, while the lower half cannot, so defer only for the lower half, not for the upper half,” ayon kay Siao.
Para rin sa mambabatas na ang deferment ay dapat ipatupad lamang sa mga maliliit na negosyo o small enterprises at lahat ng mga negosyo na naapektuhan ang kita dahil sa pandemya.
Diin nito na may parte rin ang mga employer sa pagbabayad ng PhilHealth at SSS contribution.
“We must also remember that employers pay their share or counterpart premiums, so deferment should apply also to the small enterprises, more so to those which had to temporarily shut down or are running at less than 50 percent capacity,” ayon kay Siao.
Samantala, nanawagan din ito na bukod sa SSS at PhilHealth ay ipatupad rin ang pagpapaurong ng rate increase sa GSIS at PAG-IBIG fund.
“I suggest to the Department of Finance that the deferment of premium increases should apply not just to PhilHealth and SSS premiums but also to the GSIS, and PAG-IBIG Fund,” panawagan ni Siao.
Sa ngayon ay pasado na sa second reading ang dalawang panukalang batas sa Kamara para sa pagpapaliban ng SSS at PhilHealth contribution.
