PBBM kumambyo sa DDR Bill; Government body posibleng buuin sa halip na bagong departmento

MUKHANG nagbago ang isip ni Pangulong Ferdinand “Bongbong” Marcos Jr. sa usapin ng pagtatayo sa Department of Disaster Resilience (DDR Bill).

Ito’y matapos magtungo ngayong araw sa Abra si Pangulong “Bongbong” Marcos kasama ang ilan sa G+abinete nito para personal na i-assess ang sitwasyon ng mga tinamaan ng 7.0 magnitude na lindol nitong Miyerkules.

At sa assessment, nakita ng administrasyon na hindi sapat ang kapangyarihan ng National Disaster Risk Reduction and Management Council (NDRRMC) sa pagtugon sa kalamidad.

Unang isinusulong ng administrasyon ang DDR, bagong ahensiya na siyang mangangasiwa sa lahat ng paghahanda at pagbangon ng bansa sa mga kalamidad.

Ngunit para kay Senator Imee Marcos, hindi na raw ito kailangan.

“Yes Mr. President, I think the report of General Torres as well as our chief of staff highlights the inefficiency of our system that they have to break the chain of command, they have to call on other departments. Secretary Tulfo has to come here, the President himself has to come here. Merely underlies the urgency of empowering the NDRRMC,” pahayag ni Senator Imee.

Kaya suhestyon ng senadora sa Pangulo, gawin na lang authority o bumuo ng bagong government body imbes sa halip na bagong departamento dahil aniya ay malaking pera ang matitipid ng gobyerno.

“May I recommend rather than a full scale department na mauubos lang ang sahod sa limang Usec, isang katutak na Usec, can we start by an NDRRMC Authority or administration tulad ni Apo Lakay?’ ani Imee.

Kumbinsido naman si Pangulong BBM sa suhestiyon ng senadora.

“Because you don’t have really to form policy, it is just an implementation of a rescue mission or search and rescue mission. There are many models but the good model that I’ve seen is FEMA in the United States. And that’s only and adjunct of [the] ministry of interior yata yun. Department of the Interior,” ayon kay PBBM.

“In our case perhaps just to prove the point is simply put it under the office of the President so that orders can be issued to different departments because they’re primo inter pares, right? So perhaps the best to do that situation under the office of the President, but a mere authority or administration so that we save on cost,” dagdag ni Senator Imee.
