TATLONG beses nagpalit ng bagong chief of police ang Davao City sa loob lamang ng isang araw.
Nitong Miyerkules nang umaga nang italaga bilang OIC Director ng Davao City Police Office (DCPO) si Colonel Lito Patay – pero – tumagal lamang siya ng 4 na oras at 38 minuto sa naturang pwesto.
Ayon sa impormasyon, nasa gitna noon ng kaniyang command conference si Patay kasama ng 19 na bagong talagang mga pulis nang makatanggap siya ng tawag mula sa Kampo Krame — hudyat ng agarang pagtatapos ng kaniyang termino bilang bagong hepe ng DCPO.
Agad siyang pinalitan ni Colonel Sherwin Butil bilang bagong Officer in Charge.
Bagamat walang pormal na turn over ceremony, agad na inokupa ni Butil ang posisyon para pamunuan ang DCPO.
Pero – hindi pa man din nagtatagal sa posisyon ay naglabas ng bagong memorandum order ang PNP.
Sabi sa memo – hindi na si Butil ang OIC ng DCPO kundi ang dating Criminal Investigation and Detection Group-NCR Chief Police na si Colonel Hansel Marantan.
Sa panayam ng media kay PNP PIO Chief Police Colonel Jean Fajardo, sinabi niya na ang nangyaring rigodon sa Davao Region ay solong desisyon ng bagong-talagang direktor ng Police Regional Office 11 na si Police Brigadier General Nick Torre.
Ani Fajardo, bagamat isang ordinaryong palitan lamang ang nangyari ay may ibang dahilan pa silang tinitingnan tulad ng pagtaas ng kaso ng krimen at rape sa rehiyon.
“When the new Regional Director assumed the PRO 11 ay nag-ikot po siya sa mga stations at may mga napuna po siya na discrepancies in terms of crime statistics so these are now under investigation,” ayon kay Col. Jean Fajardo, Chief, PNP-PIO.
“Ang direksiyon po ng desisyon this is his sole prerogative ng regional director ay lahat po ‘yun ang intention is to further improve ang delivery ng public service lalong-lalo na sa mga mamamayan sa Davao Region,” dagdag ni Fajardo.
Bagong PRO 11 Director, kuwestiyunable ang mga plano sa Davao Region—Mayor Baste
Kaugnay rito, ang nasabing hakbang ng PNP at PRO 11 ay agad na kinondena ng Davao City LGU.
Sa kaniyang pahayag, sinabi ni Davao City Mayor Baste Duterte na hindi sila nagkulang sa pagpapatupad ng batas at mga polisiya sa lungsod.
Ipinunto niyang naabot ng Davao City ang estado nito ngayon dahil na rin sa kusang pakikiisa at pakikipagtulungan ng lahat ng sektor.
“Davao City has earned a longstanding reputation for its commitment to peace and order and security for our people. This did not come by accident. It came about through a combination of political will, committed and dedicated law enforcers, and, most of all, citizens’ cooperation.”
“Through the years, this reputation was nurtured by a constant commitment to the strict implementation of initiatives such as Patrol Rehiyon Onse, crime prevention programs, anti-criminality efforts, and Oplan Kalakinhan, Kababayenhan, and Kabataan Igiya Laban sa Pagpanglugos (OPLAN Men, Women, and Youth Guidance Against Rape) among others, all carried out in close collaboration with the City Government,” pahayag ni Mayor Sebastian “Baste” Duterte on the recent removal of Davao City Police officials.
Pang-iinsulto nga aniyang maituturing ang ginawang ito ni PNP Chief Marbil sa mga naging pagsisikap ng mga tinanggal na mga Pulis Dabaw na naging susi sa pagiging payapa at maayos na lungsod ng Davao.
“This move by General Marbil and Police Regional Office XI Regional Director Nicolas Torre undermines the hard work not only of these police officials but also of every police personnel who is truthfully fulfilling their mandate, who instead of being recognized, are being relieved and questioned. The mass relief of police officials, including the City Police Director, the head of the Special Operations Group, and 19 station commanders, assigned in Davao City will not help in sustaining the city’s peace and security situation,” ayon pa sa pahayag ni Mayor Baste.
Kinuwesityon din ni Mayor Baste ang naging dahilan ni PRO 11 Director Police Brigadier General Nick Torre na may anomalya sa mga naitatalang krimen sa lungsod gayong consistent ang lugar bilang top-performing police office ito sa buong rehiyon.
“PBGen Torre’s perception and conclusion on the peace and order situation of Davao City a few days after he set foot in the city is rather fascinating given that he has only been assigned to PRO XI in less than a month.”
“If General Torre thought that Davao City police personnel were ineffective in their duties, then how come the very institution he leads has consistently recognized the Davao City Police Office as the top-performing police office in the region?” aniya.
Sa katunayan nga, matagal nang kinikilala ang Davao City bilang isa sa mga pinakaligtas na lugar hindi lang sa asya kundi maging sa buong mundo.
PRO 11, hindi prayoridad ang paghuli kay Pastor Apollo C. Quiboloy
Sa huli, nilinaw ng tagapagsalita ng PRO 11 na wala namang kinalaman sa arrest warrant laban kay Pastor Apollo C. Quiboloy ang mass relief sa mga opisyal ng Davao City Police Office.
Matatandaang, sinabi na noon ni Torre na hindi niya prayoridad ang pagtugis sa butihing pastor.
