On Wednesday, April 1, 2020, the NBI requested Pasig City Mayor Vico Sotto to explain the alleged violations on the implementation of RA 11469 or “Bayanihan to Heal as One” Act.
It can be remembered that on March 17, Palace ordered suspension of all public transportation amid Luzon-wide enhanced community quarantine.
On March 18, Sotto appeals to national government to allow tricycles for frontliners and essential travel.
Unfortunately, Sotto bans tricycles in Pasig after Palace said “No” the day after.
In a tweet earlier this afternoon, Mayor Sotto questioned if the NBI was not informed that the Bayanihan Law was passed on March 24.
Netizens show their support to the young mayor and even made “#ProtectVico” trending on Twitter.
Hindi ako nag mamarunong sa batas, pero sa opinyon ko, si Koko ang dapat ipatawag at hindi si Vico

As far as we are concerned, Mayor @VicoSotto has always prioritized his constituencies welfare at all times. In fact, he has best practices that other LGUs started to emulate nationwide. His ideas make sense.

Paano nilabag ni Pasig City Mayor @VicoSotto ang batas na hindi pa batas? Ginamit ang mga improvised tricycle bago mag-March 18. Umapela, tinanggihan, at sumunod sa utos si Mayor Vico March 19. Naging batas ang Bayanihan to Act Heal as One Act (Special Powers Act) noong March 24.

Alongside Sotto, Chairman Emiliano Ramos of Barangay Talon Uno, Las Piñas was also sent a subpoena letter for possible violation of RA 11469.
