SA paglipas nga ng araw ay lalong tumitindi ang tensiyon sa mga pinag-aagawang teritoryo sa South China Sea o West Philippine Sea (WPS).
Bago matapos ang buwan ng Abril ngayong taon ay nakatikim ang Philippine Coast Guard (PCG) ng mas malakas na pressure ng water cannon mula sa Chinese Coast Guard (CCG) na nagresulta sa pagkasira ng BRP Bagacay.
Pagkatapos nitong buwan ng Mayo, nadiskubre ng PCG ang ginawang illegal reclamation ng China sa Escoda Shoal na tinambakan ng mga basag na corrals ang bahagi ng Escoda na halos 300 kilometro lang ang layo nito sa Palawan at pasok sa Exclusive Economic Zone (EEZ) ng Pilipinas.
Kasunod nito, nagsagawa ng convoy ang grupo ng mga sibilyan sa Bajo de Masinloc gamit ang mga maliliit na bangka bilang pagpapakita ng ating karapatan sa West Philippine Sea (WPS).
Dahil dito ay naglabas ng Order Number 30 ang CCG na magiging epektibo ngayong darating na Hunyo 15.
Nakasaad sa nasabing kautusan na maaari nang hulihin ng CCG ang lahat ng papasok sa kanilang teritoryo at malinaw na apektado rito ang mga Pilipino dahil sa 9-dash line ng China.
Sa isang panayam, sinabi ni Commodore Jay Tarriela, Spokesperson ng Philippine Coast Guard for the West Philippine Sea na ang hakbang na ito ng China ay pananakot lang sa civil society – hindi lang sa Pilipinas kundi maging sa ibang bansa.
“Nilabas nila itong balita na ito noong araw din na nag-declare ng successful mission ‘yong atin ito convoy so the way we say it itong statement ng China na to is just an empty threat they want to discourage civil society not just here in the Philippines but with other claimants ng South China Sea na problema din naman nila,” saad ni Comm. Jay Tarriela, Spokesperson, WPS, PCG.
Para naman sa Department of Foreign Affairs (DFA) hindi katanggap-tanggap ang hakbang na ito ng China.
Ayon kay Sec. Enrique Manalo, walang legal na basehan ang China upang gawin ito, hindi rin aniya Pilipinas ang apektado rito kundi maging ang buong mundo.
“The President made it clear that announcement by China is unacceptable in my view it has no legal basis. There’s no legal basis for that what’s even more worrying is that it does not only affect the Philippines theoretically it will affect every country in the world,” ayon kay Sec. Enrique Manalo, Department of Foreign Affairs.
Samantala, sa isang pulong balitaan sinabi ni Philippine Navy Spokesperson for the West Philippine Sea Commodore Roy Vincent Trinidad na ang ipinasang batas ng China ay bahagi lang ng kanilang pananakot.
“After passage a law China will remain silent and then they could threaten implementing that law that is what is happening right now in the West Philippine Sea when they stated that they will arresting fishermen intruding in their own territory,” dagdag ni Trinidad.
Ayon sa opisyal base sa arbitral tribunal, ang 9-dash line ay walang legal na titulo kaya ang hakbang na ito ng China ay malinaw na ilegal.
“I would like to emphasize the statement of our commander in chief, this is totally unacceptable first and foremost it has no basis in international law, it has already been ruled by the arbitral tribunal that the 9-line doesn’t have any legal entitlements hence any action by the Chinese Coast Guard is illegal it is unacceptable,” ani Trinidad.
Tungkol naman sa tanong kung papayagan ba ng Armed Forces of the Philippines (AFP) na mayroong mahuhuli na Pilipino sinabi ni Trinidad na may nakalatag na silang plano na naayon sa anumang sitwasyon.
“As always, we have been emphasizing the AFP lives on plans so we have a lot of plans if the situation arises base on the plan then we know what to do so reassured that we have a lot of contingency plans not only for this particular incident but for a range of incidents that may happen,” ayon pa kay Trinidad.
“When we say the AFP will protect there are many ways how to do that, number 1 it is purely military action, it will entail whole of the nation approach to ensure that every Filipino is protected not only on land but importantly for this particular case in the maritime domain,” aniya.
Sa huli, sinabi ng opisyal na tuloy ang operasyon at mandato ng Philippine Navy sa pagbibigay ng seguridad sa teritoryo ng Pilipinas sa kabila ng panibagong banta ng China.
“The guidance is we will continue in doing our mandate of ensuring the integrity of the national territory protecting the Filipinos and securing or protecting our sovereignty it will not deter us from performing our mandate,” saad nito.
