Mahigit P1.4-billion na pondo, hiling ng NCIP para sa kapakanan ng 16 milyong IPs

DAGDAG-pondo ang hiling ng National Commission on Indigenous Peoples (NCIP) na nangangalaga sa mga Indigenous Peoples (IPs) sa bansa para sa susunod na taon.

Nasa 16 milyon ang IPs sa buong bansa sa 1,500 ancestral domain.

At ayon sa komisyon, kailangan ng mga ito ng suporta at pondo ngunit matagal nang hindi natututukan ang kalagayan ng mga IP.

Sa budget briefing nitong Martes, ipinaliwanag ni NCIP Chairman Allen Capuyan na kung gaano kaliit ang budget para sa sektor.

“In 2019 when I assumed office I presented to the former president a requirement of an intervention of P1-B for the last quarter of 2019…up with P23-M. The following year I also presented again a requirement of P1-B for the year 2020 and 2021. For 2020 we were given P14-M, for 2021 another P25-M but for this year we were given P50-M but that’s not really enough,” pahayag ni Capuyan.

Sa ilalim ng 2023 national budget, mahigit sa P1.4 billion ang proposed budget ng NCIP.

Para kay Capuyan, mahalaga ito para masuportahan ang mga katutubo na nakatira sa mga liblib na lugar.

“There’s a lot of limitation because all of our partners are in the GIDAs areas in the mountain ranges and that is where the center of the problem of our national security. That’s why I keep on saying as a former executive director, tayo po ay nananaginip nang gising na matapos natin ang insurgency sa ating bansa kung ang pamayanang katutubo sa buong Pilipinas ay punong-puno pa rin ang takot sa gawain sa CPP-NPA-NDF. So there is a disconnect in solving the problems of our country,” ayon kay Capuyan.

Kaya hiling ng NCIP na sana’y maaprubahan ang proposed budget nila sa P1.4 billion.

“During the SONA of the President, he made mention of food security, he made mention of eco-tourism, arts and culture, climate change mitigation almost of what the President said is inside the ancestral domain. And the first question now is, are the ICCs IPs prepared to engage the programs of government which is so much? And before it can be answered, is NCIP capable of doing its task given this new direction by the President?” ani Capuyan.

Naunang sinabi ni Pangulong BBM sa nakaraang campaign period na isusulong nito ang kapakanan ng mga IP oras na maupo ito sa pwesto.
