NAGKAINITAN at nagsagutan ang ilang senador sa plenaryo habang dinidinig ang planong panunumpa ng senator-judges para sa impeachment trial ni Vice President Sara Duterte.
Naunang iginiit ni Senator Koko Pimentel na dapat mauna ang panunumpa ng senator-judges bago payagang magsalita si Senator Ronald “Bato” Dela Rosa.
Ngunit hindi ito pinayagan ni Senate President Chiz Escudero.
Ilang beses na naantala ang sesyon bago tuluyang makapagsalita si Dela Rosa.
Sa kanyang privilege speech, hiniling ni Senator Dela Rosa na agad ibasura ang impeachment complaint laban kay VP Sara.
Inihalintulad niya ito sa pagtatayo ng bahay na ayon sa kanya, dapat may malinaw na plano at matibay na pundasyon. Giit niya, ang impeachment ay isang seryosong proseso na hindi dapat minamadali.
“Now imagine a House…of Representatives, that built and filed the impeachment complaints against Vice President Sara Zimmerman Duterte. Trabahong inupuan sa simula, at noong papalapit na ang deadline, biglang naging buzzer beater. Mabilisang pinasa sa atin, at ngayon tayo naman ang pinipilit at minamadali. Pinapagalitan pa nga. “That is your sworn duty. Tama na ang pamumulitika. This is undue delay,” ayon kay Sen. Ronald “Bato” Dela Rosa.
‘’Mr. President, the House of Representatives are of the belief that they have built a solid case against Vice President Sara Zimmerman Duterte prompting them to file an impeachment case. But how sound are the foundations of this impeachment case filed against the vice president?’’ saad nito.
Binigyang-diin pa ni Dela Rosa na batay sa Saligang Batas, hindi maaaring magsampa ng higit sa isang impeachment complaint laban sa parehong opisyal sa loob ng isang taon.
ARTICLE XI, 1987 CONSTITUTION
Section 3 (5):
“No impeachment proceedings shall be initiated against the same official more than once within a period of one year.”
“In view of its Constitutional infirmities and question on the jurisdiction and authority of the 20th Congress, the verified impeachment complaint against Vice President Sara Zimmerman Duterte be dismissed,” dagdag ni Dela Rosa.
Matapos naman ang pahayag ni Bato, bahagyang nagka-tensyon sina Sen. Imee Marcos at Sen. Risa Hontiveros nang imungkahi ng huli na dapat na silang manumpa bilang senator-judges para sa impeachment trial ng Bise Presidente.
Ayon sa minorya, dapat nang mag-convene ang Senado upang magsilbing impeachment court para sa trial dahil ito anila ay naaayon sa Saligang Batas.
Ngunit hanggang ngayon ay hindi pa rin umuusad ang Senado upang pinal nang pagdesisyunan ang panunumpa ng senator-judges.
Una nang iginiit ni Escudero na sa 20th Congress na maipagpapatuloy ang impeachment trial laban kay VP Sara Duterte.
