NBI detainees to be transferred to NBP can’t easily go out of premises—BuCor Chief

BUREAU of Correction (BuCor) Director-General Gregorio Catapang, Jr. assured that the detainees that will be transferred to New Bilibid Prison (NBP) in Muntinlupa City cannot easily go out of the premises.

83 accused from different criminal cases will be transferred to NBP from the National Bureau of Investigation (NBI) detention facility.

This is to give way to the construction of the New NBI building in Ermita, Manila.

BuCor and NBI had already signed a memorandum in March wherein NBP will be the temporary detention facility for the NBI detainees.

The detainees will be placed in NBP building 14.

The NBI will be the one to manage the facility and secure the detainees.

Catapang however, assured that they will continue to monitor the NBI detainees, saying that they cannot easily go out of the premises.

 “Our say to that is when they will go out from building 14, for example, if they will go out for medical reasons, they will be placed under our control. They will pass through our checkpoint. We will wait for the order or the letter of their head saying that these people can go outside of the Bilibid premises,” Gregorio Catapang, Jr., Director-General, BuCor said.

High profile detainee Jad Dera was able to get out of the NBI detention facility without a court order and underwent inquest proceedings.

Dera was transferred to Muntinlupa City Jail after the commitment order of the court.

The Department of Justice (DOJ) meanwhile, said that Dera may have influenced the investigation being done by the NBI.

 “What happened with Dera is a good thing because we discovered things he was doing that may have influenced the investigation of the detained individuals,” Sec. Jesus Crispin Remulla, DOJ said.

When asked if Dera was able to influence the recantations of the accused in the Degamo-slay case, Remulla said,

“We are not discounting any possibility. We look into all the possibilities.”

Meanwhile, the DOJ already charged Dera and six NBI security personnel and the information of the case will soon be filed in Manila Metropolitan Trial Court.

The prosecutors found probable cause to indict NBI Security Officer 2 Randy Godoy for violating Article 223 of the Revised Penal Code or infidelity in the custody of prisoners.

While NBI job Personnel Arnel Ganzon, Diana Rose Novelozo, Lee Eric Loreto, King Jeroh Martin, Pepe Pieddad, Jr. and Dera has been charged for violating Article 156 ng Revised Penal Code or the delivery of the prisoners from jail.

It was on June 20 when the respondents illegally went out from detention.

They were arrested on June 21.

It was said that Dera induced the security personnel after authorities were able to confiscate more than 100,000 from Dera, 10,000 from Godoy, and 11,000 from Veloso.
