SINABI ni PDP-Laban senatorial candidate at dating Kalihim Raul Lambino na malabong makakuha ng makatarungang desisyon si Vice President Sara Duterte mula sa isang impeachment court sa Senado na posibleng puno ng mga senador na magiging karibal niya sa 2028 Presidential Election.
“Let’s face it. Many senators have their sights set on the presidency in 2028, and they see the Vice President as a major obstacle to their political ambitions,” pahayag ni Former Secrfetary Raul Lambino.
Idinagdag pa nito,
“These senators stand to benefit politically if the Vice President is unfairly removed from the race through disqualification from holding public office,” aniya.
Ayon sa Section 7, Article 11 ng Konstitusyon:
“Judgment in cases of impeachment shall not extend further than removal from office and disqualification to hold any office under the Republic of the Philippines, but the party convicted shall nevertheless be liable and subject to prosecution, trial, and punishment according to law.”
Si Lambino, isang abogado at propesor sa University of the East College of Law at University of Pangasinan College of Law, ay nagsilbi sa nakaraang administrasyon bilang chief executive officer ng Cagayan Economic Zone Authority at Presidential Adviser for Northern Luzon. Binigyang-diin niya na si Vice President Duterte ay isa sa pinakamalakas, kung hindi ang pinakamalakas, na kandidato para sa 2028 presidential election.
Sa mga survey, si Vice President Duterte at si Sen. Raffy Tulfo ang nangungunang mga kandidato para sa pagka-pangulo sa darating na eleksiyon.
Noong nakaraang buwan, inanunsiyo ni Vice President Duterte na seryoso pa rin niyang isinasaalang-alang ang pagtakbo para sa presidente sa 2028.
“In fact, it is highly likely that at least one senator will directly benefit if the Vice President is removed from office,” dagdag pa ni Lambino.
Ipinaliwanag ni Lambino na malaki ang posibilidad na magtalaga si President Ferdinand Marcos Jr. ng isang senador bilang bagong vice president kung sakaling mabakante ang posisyon.
“This was precisely what happened in 2001 when Vice President Gloria Macapagal-Arroyo assumed the presidency and appointed then-Senator Teofisto Guingona as her vice president,” ayon kay Lambino.
Ayon naman sa Section 9, Article 7 ng Konstitusyon:
“Whenever there is a vacancy in the Office of the Vice President during the term for which he was elected, the President shall nominate a Vice President from among the Members of the Senate and the House of Representatives, who shall assume office upon confirmation by a majority vote of all the Members of both Houses of Congress, voting separately.”
Binigyang-diin ni Lambino na ang ilang mga kasalukuyang senador ay nagsikap ding tumakbo para sa pagka-pangulo noong nakaraang mga taon.
Si Sen. Francis Escudero, halimbawa, ay unang nagplano tumakbo para sa pagka-presidente noong 2016 ngunit nagdesisyon na maging vice-presidential running mate ni Sen. Grace Poe. Sa huli, natalo sila kay Leni Robredo.
Ganundin si Sen. Alan Peter Cayetano na tumakbo para sa pagka-pangulo noong 2016 ngunit naging vice-presidential running mate ni Davao City Mayor Rodrigo Roa Duterte.
Samantala, ang mga nangungunang kandidato para sa senatorial race sa May 12 midterm elections na sina Panfilo Lacson at Manny Pacquiao ay parehong tumakbo bilang presidente noong 2022.
Ipinahayag din ni businessman William Gatchalian na ang anak niyang si incumbent Sen. Sherwin Gatchalian ay posibleng tumakbo para sa pagka-presidente o vice-presidente sa 2028, marahil kasama si Sen. Risa Hontiveros.
