MARINA gathers experts in FGD to shape ladderized maritime education program

SEEKING to open up more opportunities for Filipino seafarers, the Maritime Industry Authority (MARINA) convened subject matter experts from various maritime stakeholders in a focus group discussion (FGD) to develop a Ladderized Maritime Education and Training (LMET) Framework.

Held on 13 May 2025, at the MARINA Central Office, the day-long session brought together maritime associations, licensed manning agencies, and shipping companies to help shape a system that will allow smoother transitions from non-degree programs to full maritime degrees.

The FGD forms part of MARINA’s ongoing efforts to implement Section 75 of Republic Act No. 12021, also known as the “Magna Carta of Filipino Seafarers,” which mandates the creation of a ladderized maritime education and training program covering both international and domestic sectors. This also aims to provide aspiring and current seafarers with greater academic mobility and clearer pathways for professional advancement.

The implementation of ladderized maritime education and training is also among the directives of President Ferdinand Marcos Jr., highlighting the administration’s commitment to upskilling Filipino seafarers and aligning maritime education with global demands.

Through its STCW Office, the MARINA is currently developing the LMET Framework to provide flexible learning pathways that boost employability and respond to global standards, ensuring that it remains responsive, inclusive, and anchored in global best practices.

Once finalized, this framework is expected to bridge the gap between vocational and higher education in the maritime field, offering flexible learning options and enabling a smooth transition from non-degree certifications to full maritime degrees.

Republic Act No. 12021, signed into law by the President on 23 September 2024, and effective as of 12 October 2024, is landmark legislation that enshrines the rights and welfare of Filipino seafarers and strengthens the country’s role as a top provider of maritime professionals worldwide.
