PINAG-AARALAN na ngayon ng Armed Forces of the Philippines (AFP) ang posibleng rekomendasyon nito sa Department of Education (DepEd) kaugnay sa muling pagsusulong ng mandatory ROTC sa bansa.
“As we pursue ‘yung ROTC program natin, we have also conceptualize our plan and there might be a meeting of the minds later on as making recommendations to the Vice President, to the Secretary of Department of Education later on,” pahayag ni LtGen. Bartolome Vicente Bacarro, Chief of Staff ng AFP.
Kasunod ng pag-uusap ng security sector at ni DepEd Secretary Vice President Sara Duterte, inilatag ng AFP ang kanilang papel na gagampanan sa muling pagsasabuhay ng ROTC sa bansa.
Ayon kay AFP Chief of Staff, Lt.Gen. Bartolome Vicente Bacarro, pinag-aaralan na nila ang posibleng rekomendasyon at iba pang programa na maaaring makatulong sa pagpapabuti ng pagbabalik ng ROTC program sa mga paaralan.
Nagbigay ng katiyakan ang AFP na nakahanda itong makipagtulungan sa DepEd kaugnay sa nasabing programa kahit wala pang isinasapubliko na partikular na impormasyon.
“Nothing specific yet but on the part of creative we have some recommendations wherein we can actively participate as we pursue our program with ROTC,” ayon kay Bacarro.
Bukod dito, pinag-aaralan din ng pamahalaan ang posibleng pag-adopt ng ilang best practices sa mga karatig bansa sa implementasyon ng reservist course at ROTC sa Pilipinas.
“Looking at the experience of neigbhoring countries is part of the study that we are doing right. We would like to look at the best practices of our neighbors and maybe adopt, incorporate, or make a tweak as we make recommendations to the Department of Education…We are looking at the different experiences of neighboring countries,” ayon kay Bacarro.
Sa kabilang banda, batid ng AFP na marami ang tumututol sa pagsasabuhay ng ROTC, pero tiniyak ng ahensiya na mapag-aaralan ng DepEd sa ilalim ng Marcos administration ang mga magagandang polisiya para sa mga kabataang sasailalim dito.
“‘Yung mga insights ng nag-o-opposed are very, very welcome. I think from there, how they foreseen ROTC, there apprehensions sa ROTC is a tool for those members of the technical working group to come up with better programs for the ROTC because by them telling what are the experiences in the past na hindi maganda, and are not acceptable then we can emplace some measure to make sure that those things does not happen again. We welcome ‘yung ganung apprehensions so that we can use this as the basis for us being able to craft better plans for ROTC,” aniya pa.
Sa huli, nanindigan ang militar na malaking tulong sa pagsusulong ng malasakit sa bayan ang ROTC lalo na sa panahon ng digmaan, mga sakuna, at kalamidad na darating sa bansa.
