ISANG Joint Memorandum Circular ang nilagdaan ng Commission on Higher Education (CHED) kasama ang Technical Vocational and Skills Development Authority (TESDA), araw ng Biyernes, Abril 14.
Ito’y ang Philippine Credit Transfer Systems (PCTS) na maituturing na historical sa administrasyon ni Pangulong Ferdinand R. Marcos, Jr.
Ang PCTS ay isang sistema na makatutulong na mapabilis ang pagproseso ng mga kumukuha ng technical vocational courses at nais ituloy sa collegiate level.
Sa pamamagitan nito ay mapapataas pa ang kakayahan ng bawat mag-aaral sa kolehiyo.
“Just to provide a concrete examples of National Certificate (NC) II sa dentistry for example; may dental technologist, may dental hygienist sa TESDA yan. But a licensure examination are being given by our Professional Regulator Board and then they want to go to dental medicine. So, what happens is those who recent have been taken equivalent doon sa NC ay hindi na siya kailangan ulitin kapag pumasok siya sa doctoral dental medicine course. So, nacre-credit na part of what they learned in the NCs and the same way if i-reverse natin may mga dentist na nagwo-work kukuha ng dental technology para at the same time na nagtre-treat sila ng pasyente nila, kaya na rin nila gumawa ng mga dangerous ng mga ganyan, so yun naman ang reverse naman going down from higher education level 6 ng Philippine qualifications framework level going down unto level 4 or level 5. So, this is a very concrete example on how the Philippine Credit Transfer System (PCTS) will work,” pahayag ni Exec. Dir. David Bungallon, National Institute for TESDA.
Sinabi naman ni CHED Chairman J. Prospero de Vera III, na maaari nang maipatupad ang PCTS sa pampubliko at pribadong mga kolehiyo sa bansa.
Pero, nasa 3 programa pa muna ang binuksan para sa PCTS kabilang na ang dentistry, agriculture and biosystems engineering, HRM, at tourism.
Aminado si De Vera na hindi madali ang pagbuo ng PCTS kung kayat natagalan ito bago naipatupad.
“Mahirap talaga mag-agree yung experts both sides, kasi equivalents yung pinag-uusapan. Look at the competencies measures and converted into units and vice versa. Hindi po madali iyon, hindi madali, matagal talaga kaya on the part of CHED kami talaga ay natutuwa kasi nangyari na finally at dahil meron ng success I think it is easier now moving forward for the other programs.”
“This is really a breakthrough so it took some time but it is a breakthrough to produce graduates is really ready for workforce, they have certifications of skills base on TESDA certificate and they have certifications of their 4 years or more program and they are ready for the market when they finish,” saad ni Dr. J. Prospero de Vera III, Chairman, CHED.
Pero pag-aaralan pa ng CHED at TESDA na palawigin pa ito sa ibang kurso katulad na lamang sa Games and Animation at iba pa.
Positibo ang CHED at TESDA na magiging daan ito upang mapataas pa ang edukasyon sa Pilipinas.
“This council is strong support to the Philippine Credit Transfer Systems (PCTS) has brought us closer to creating a more seamless system of progression for Basic Education to Technical Vocational education and training and to higher education,” sabi ni Danilo Cruz, Director Gen. TESDA.
Sa mga susunod na buwan ay magkakaroon ng zoning orientation ang CHED at TESDA sa iba’t ibang kolehiyo sa Luzon, Visayas, at Mindanao upang maipaliwang pa ang proseso sa naturang sistema.
