SA isang press briefing ng transition team ni Governor-elect Pamela Baricuatro noong Mayo 30 sa Cebu City, inilahad ng grupo ang umano’y hirap na kanilang nararanasan sa pakikipag-ugnayan sa kampo ni outgoing Gov. Gwendolyn Garcia.
Giit ng grupo, mahalaga ang maagang transisyon upang masuri ang mga dokumento at matiyak ang maayos na paghahatid ng serbisyo publiko sa mga Sugboanon.
Pangamba nila, ang mga hakbang ng kasalukuyang administrasyon ay maaaring makaapekto sa kahandaan ng bagong liderato.
“I’m deeply dismayed by Governor Garcia’s decision to hand over crucial documents only on June 30th. This goes against the very idea of a smooth transition. Unlike other LGUs, Governor Garcia has also forbidden meetings between my team and her department heads. This lack of cooperation feeds a perception that there’s an ongoing effort to hinder my administration from a strong start,” ayon kay Pamela Baricuatro, Governor-Elect, Cebu.
Ayon kay Atty. Edmundo Lao, head ng transition team ni Baricuatro, nakipag-ugnayan na sila sa kampo ni Garcia at sa Department of the Interior and Local Government (DILG) upang hilingin na maisagawa ang turnover ng mga dokumento bago sumapit ang Hunyo 15.
“Mayroon tayong pinadala na sulat to the good Governor Gwendolyn F. Garcia requesting two things. No. 1—to adjust the schedule and for turnover of these documents on or before June 15, and to allow the transition team to meet from June 16-30. With this request for the adjusted schedule, we hope that we really can meet the true purpose of a transition process mandated under the Circular 2025016,” wika ni Atty. Edmundo Lao, Head of Baricuatro’s Transition Team.
Pinuna rin ni Baricuatro ang DILG Cebu Province dahil umano sa pagiging hindi patas nito sa proseso.
“The DILG is meant to oversee local government units, yet it has allowed itself to be named Vice Chairman of Governor Garcia’s transition team. This places the DILG directly under her authority in this critical process. The DILG must be independent and above local chief executives to ensure a fair and orderly handover,” dagdag ni Atty. Lao.
Nilinaw ni Baricuatro na hindi siya nagmamadaling maupo sa puwesto. Aniya, alam niyang sa Hunyo 30 pa siya pormal na manunungkulan. Ngunit nais lamang aniya nitong matiyak ang tuloy-tuloy na serbisyo sa mga mamamayan.
Dagdag pa ng kaniyang legal counsel, maaaring magsampa ng kaso kung patuloy na hindi makikipagtulungan ang kampo ni Garcia.
“Ating hihilingin ang DILG provincial director sa pag-isyu ng order para matuloy talaga ang transition ng mga aktibidad kabilang ang pagpapaliwanag ng mga department head patungkol sa kanilang mga responsibilidad sa loob ng kanilang mga departamento,” saad ni Atty. Guiller Ceniza, Baricuatro’s Legal Counsel.
Giit ni Baricuatro, tapos na ang halalan kaya’t panahon na ng pagtutulungan para sa kapakanan ng mga Sugbuanon. Umaasa siyang makikipagtulungan si Gov. Garcia para sa maayos at maagang transisyon.
Samantala, nanatiling tahimik ang kampo ni outgoing Governor Garcia matapos silang hingan ng SMNI ng pahayag kaugnay sa isyu.
