IN pursuit of safer and more responsive domestic shipping operations, the Maritime Industry Authority (MARINA) convened a hybrid public consultation on the draft Revised Rules and Regulations on Minimum Safe Manning for Philippine-Registered Ships Operating in Philippine Waters on 11 June 2025.
The whole-day dialogue gathered over 140 participants both onsite and online—marking a strong show of interest and commitment from maritime stakeholders across the country.
MARINA Administrator Sonia B. Malaluan personally led the activity, alongside Regional Director Annabell P. Lagas of MARINA Regional Office 7-Cebu, and key officials from the Maritime Safety Service (MSS) and Maritime Development Service (MDS), headed by Director Engr. Divinagracia Tolosa and Mr. Jose Louie Banua, respectively.
Administrator Malaluan assured that all comments and recommendations will be thoroughly reviewed as part of the policy refinement process. She emphasized MARINA’s commitment to developing rules that are not only compliant with international and domestic safety standards but are also grounded in real-world operational needs.
The consultation underscored MARINA’s participatory approach in shaping maritime policies. Through open forums and dialogue sessions, stakeholders were encouraged to share experiences, provide input, and raise operational concerns relevant to the new manning requirements. Industry players—from major shipping companies to regional representatives actively participated, highlighting the nationwide scope and impact of the proposed updates.
The successful turnout reaffirms MARINA’s thrust towards inclusive and transparent policymaking—ensuring that every voice from the sector contributes to the continued growth of a safe, efficient, and future-ready Philippine maritime industry.
