Davao City gov’t creates Housing Appraisal Committee

FOLLOWING the manifestation of transferee residents in the Slum Improvement and Resettlement (S.I.R.) project to have the land titles legally transferred to their names, the City Government of Davao created the Housing Appraisal Committee through Executive Order No. 02, series of 2024 on February 5, 2024.

The committee is mandated to determine the settlement fee to be paid by qualified transferees of lots in the SIR and Urban Land Reform Program.

The committee is also tasked to determine the validity of the residents’ claims and documents presented.

Also part of the committee’s duties and responsibilities is the conduct of site inspections and appraisal of the transferred lots; and the recommendation to the Sangguniang Panlungsod the recognized transferees of lots.

In addition, the committee is tasked to receive and evaluate applications for the recognition of transferees of lots.

The fees and charges for the processing of applications and other related services that the committee will impose must be reasonable and are subject to review and adjustment from time to time as deemed necessary by the committee.

Meanwhile, as stipulated in the order, the committee shall be led by the city mayor or, in the absence of the city mayor, the city administrator.

It shall be composed of members from the Davao City Housing Office, City Assessor’s Office, City Treasurer’s Office, City Legal Office, and the Sangguniang Panlungsod Committee on Housing, Rural and Urban Development (Socialized Housing Projects).

The Davao City Housing Office shall sit as the Secretariat of the Committee.

Based on the EO, transferees must apply for recognition with the committee, along with a copy of the Deed of absolute sale or other proof of transfer; survey plan of the lot indicating its location, size, and boundaries; owner’s duplicate copy of the title; a certification from the Punong Barangay certifying that the transferee is a resident of the barangay where the lot is located; and aunty other documents or information that the committee may require.

Upon the approval of the committee and compliance with the required settlement fee, the Davao City Housing Office will provide a Certificate of Recognition to the qualified transferee as proof of their recognition. Transferees who are awarded with the certificate shall present the document for future transactions with the Davao City Housing Office.

The funding for the operation of the technical working group will be charged to the available funds of the City Government subject to the usual accounting and auditing rules and regulations.
