ILALABAS ng Department of Environmental Natural Resources (DENR) ang isang violation notice laban sa may-ari ng MV Sarangani dahil sa umano’y pagtapon nito ng wastewater sa Manila Bay.
Matatandaan noong Lunes, Abril 26, tinungo ni Environment Secretary Roy A. Cimatu ang area ng Manila Bay rehabilitation kasama ng mga kinatawan ng Philippine Coast Guard, lokal na pamahalaan ng Maynila, Metropolitan Manila Development Authority, Laguna Lake Development Authority, Manila Bay Coordinating Office, Philippine Ports Authority (PPA), at Environmental Management Bureau (EMB) dahil sa naganap na insidente.
“After the investigation, if the shipowner is found liable, the DENR will impose fines. Additionally, the owner has to rehabilitate the vessel to avoid destruction to the environment, and the pollution of our waters,” ayon kay Cimatu.
Dagdag pa ni Cimatu, kailangan na maresolba agad ang imbestigasyon.
“We hope to get to the bottom of this issue during the investigation,” ayon sa kalihim.
Sinabi naman ni DENR Undersecretary for Policy, Planning and International Affairs Jonas R. Leones, nagpositibo sa pagsusuri na kontaminado sa masamang kemikal ang tubig sa Manila Bay area.
Napatunayang hindi umabot sa standard ng DENR ang wastewater na galing sa barko.
Dahil dito, ani Leones, pwede nang mag-isyu ng notice ng paglabag sa may-ari ng MV Sarangani.
Sinabi pa ni Leones na pag-uusapan ng Manila Bay Task Force (MBTF) kung anong mga paglabag ang isasampa sa may-ari ng naturang barko at anong mga parusa ang ibibigay dito.
“After we have completed the process, the MBTF will convene and they will be adjudicating the violations of the ship owner, and hopefully they will be coming up with the appropriate sanctions, penalties, and imposition of fines against the ship owner,” ani Leones.
Aniya, posibleng maharap sa mga paglabag sa Republic Act 9275 o ang Philippine Clean Water Act of 2004, Marine Pollution Decree of 1976, Philippine Fisheries Code of 1998 at iba pang regulasyon ng PPA.
“We are warning the public that if they violate laws and regulations, we will be imposing the maximum penalties and sanctions for discharging their untreated wastewater in Manila Bay,” banta ni Leones.
Kung sakaling mapatunayan na may paglabag sa mga probisyon ng Clean Water Act, maaaring magmulta ang may-ari ng mula P10,000 hanggang P200,000 kada araw simula nang ito ay unang nag-discharge hanggang sa tuluyang malinis ang lugar.
Upang maiwasan ang katulad na insidente, sinabi ni Cimatu na magpapatupad ang ahensiya ng 2.5-kilometer no-entry zone sa mga sasakyang pantubig.
