TINIYAK ng isang panel chairman sa Kamara na hindi mahuhuli sa infrastructure projects ang Mindanao sa kabila ng pagbaba sa pondo para dito.
Isa sa mga nagpanalo sa Marcos-Duterte tandem sa 2022 elections ay ang pangako nilang continuity.
Continuity sa infrastructure projects ng pinalitan nilang Duterte administration.
Kaya nitong Miyerkules, humarap sa Kamara ang iba’t ibang ahensya ng gobyerno para mag-update sa flagship projects ng pamahalaan lalo na sa Mindanao.
Ayon sa Department of Public Works and Highways (DPWH), may 62 Infrastructure Flagship Projects (IFPs) para sa Mindanao sa ilalim ng Build Better More campaign.
Kabilang na dito ang Davao City Bypass Construction Project na pinondohan ng JICA na ngayon ay 24.48% nang tapos.
Ang P23.039-Billion Samal Island-Davao City Connector Bridge na popondohan ng China.
Pati na ang higit P28-Billion Davao City Coastal Road.
Ang mahigit P7-Billion Panguil Bay Bridge Project na kokonekta sa Tangub City Misamis Occidental at Tubod Lanao del Norte na ngayon ay nasa 63.65% nang tapos.
At iba pang naglalakihang proyekto.
Ngunit, problema ngayon ng DPWH, dalawang taon nang manipis ang budget sa flagship projects.
“Since 2022 up to 2023, the flagship projects were given a very small allocation last 2 years of GAA,” ani Senior Usec. Emil Sadain, DPWH.
“We’re supposed to have a P70.701-Billion but the budget came out of the GAA is only P7.9 (Billion). Not in the presentation Mr. Chair last year we also earmarked P50 Billion but only we received P7.4 Billion,” dagdag ni Usec. Sadain.
Ani Sadain, Kongreso lamang ang makapagpabago sa pondo nila.
Lalo na’t sunud-sunod na taong mababa ang budget sa flagship projects.
“These are 2 imminent years, important years not only for DPWH but also the entire 16 agencies also implementing flagship projects. They are suffering with huge budgetary cut in previous 2 budget setting,” aniya pa.
Pinakaapektado ang mga proyekto na non-foreign funded at hinuhugot ang pondo sa annual budget ng gobyerno.
Paliwanag naman ni Flagship Programs and Projects panel Chair Claude Bautista, na karamihan ng flagship projects ay foreign funded.
Kaya walang dapat ipangamba ang ating mga kababayan.
“Almost 90% ng flagship project is foreign assisted projects. So hindi naman siya naaapektuhan pero doon sa mga GAA, doon sa mga local funded projects doon ang maapektuhan, kailangan man talaga natin ng budget galing sa GAA,” ayon naman kay Rep. Claude Bautista, Chairman, House Committee Flagship Programs and Projects.
Tiniyak din ni Bautista na hindi mapapabayaan ang Mindanao sa mga proyekto sa ilalim ng Marcos administration.
“I’m pretty sure na hindi tayo maiiwan because for all the information that we got nakita natin na ang prioritization talaga ni President Marcos is yung Mindanao, so I’m pretty sure on that” saad pa ni Bautista.
“Mga kababayan ko sa Mindanao, rest assured that with the leadership of President Marcos and with us at the helm of the flagship projects of the Philippines, we will be pretty sure pangalagaan natin ang kapakanan lalo na sa Mindanao,” ani Bautista.
