ISINUSULONG ni Marikina Rep., 2nd District at Senior Vice Chair ng House Committee on Appropriations na si Stella Quimbo ang pagbuo ng isang Special Oversight Committee sa Kamara.
Layunin nitong palakasin pa ang transparency sa paggamit ng confidential and intelligence funds ng mga ahensiya ng pamahalaan na humihiling ng mga espesyal na alokasyon na ito.
Sa kaniyang sponsorship speech nitong Lunes, hinihikayat ni Quimbo ang kaniyang mga kasamahan sa Kamara na suportahan ang pagtatatag ng Special Oversight Committee na magpapatibay ng tamang paggamit ng pera ng taumbayan sa ilalim ng confidential and intelligence funds (CIFs).
“Naniniwala ako na ang kaban ng bayan ay dapat ginagastos para sa kaunlaran ng bayan,’’
‘‘May I remind our colleagues that during the debate on the general principles, I specifically mentioned the opportunity for Congress to increase transparency in the use of confidential and intelligence funds with a proposal to create a Special Oversight Committee,” ayon kay Rep. Stella Quimbo.
Sa ilalim ng panukalang ito ni Quimbo, nais niyang magkaroon ng tatlong miyembro ng House Majority at isang miyembro ng Minority na sasama sa speaker sa Special Oversight Committee, na pangunahing tungkulin ay tiyakin na ang CIFs ay ginagamit nang tama at maingat.
“To elaborate, the special committee shall have the privilege of complete access to the reports submitted to Congress under Joint Circular 2015-001,” ayon pa kay Rep. Quimbo.
Ang joint circular, na inilabas ng Commission on Audit (COA) kasama ang Department of Budget and Management (DBM), ang Department of the Interior and Local Government (DILG), ang Department of National Defense (DND), at ang Governance Commission for Government-Owned and Controlled Corporations, ay naglalatag ng mga ahensiya ng pamahalaan at mga intelligence practitioners at experts na awtorisadong tumanggap ng CIFs.
Kabilang sa mga ahensiyang may malaking confidential and intelligence funds ay ang Office of the President (OP), Office of the Vice President (OVP), Department of National Defense (DND), at Department of Education (DepEd).
Ilan sa mga ahensiyang may malaking confidential and intelligence funds para sa 2024 Office of the President (OP) – P4.5-B, Office of the Vice President (OVP) – P500-M, Department of National Defense (DND) – P1.7-B, Department of Education (DepEd) – P150-M.
Sa 2024 proposed P5.768-T National Expenditure Program (NEP), aabot sa halos P9.2-B ang inilaang budget ng pamahalaan para sa confidential and intelligence funds.
Kabuuang P4.3-B ang itinakda para sa confidential funds habang P4.9-B naman ang para intelligence funds sa lahat ng mga ahensiya.
Ito ay halos kapareho sa antas noong 2023.
Sa ilalim ng 2024 proposed P5.768-T National Expenditure Program (NEP) confidential funds – P4.3-B intelligence funds – P4.9-B.—delete (GFX)
Samantala, target ng Kamara na maaprubahan ang taunang budget sa final reading bago ito mag-break mula Setyembre 31 hanggang Nobyembre 5.
