PINASISIYASAT ni Senator Grace Poe ang patuloy na pagkalat ng text scam at ang napaulat na paggamit ng subscriber identity modules (SIMs) sa operasyon ng ilegal na Philippine Offshore Gaming Operators (POGOs).
Sa Senate Resolution No. 745 na inihain ni Poe, hiniling nito sa tamang komite sa Senado na magsagawa ng pagdinig para malaman kung talaga bang naipatutupad nang buo ang Republic Act No. 111934 o SIM Registration Act, isang taon mula nang ito’y maging batas.
“The law aims to protect users from scams and hasten law enforcement in investigating phone-related scams,” sabi ni Poe, principal author at sponsor ng naturang batas.
“The registration of SIM should help unmask fraudsters and deny them of sanctuary to hide. But, are these being achieved?” dagdag pa ng chairperson ng Senate Committee on Public Services.
Lagpas isang taon mula nang maging batas ito at sa kabila ng pagtatapos ng SIM registration, napansin ni Poe na patuloy pa ring nabibiktima ang publiko ng text scam at iba pang mobile-related fraud na ito.
Sabi pa ni Poe, nabunyag din sa isang raid sa ilang POGO establishment kamakailan na libong SIM ang ginagamit sa kanilang ilegal na operasyon.
“The law mandates that SIM should not be used for unlawful purposes and that owners have verified identity,” ani Poe.
“However, reports that thousands of registered SIMs seized are being used as a tool for scamming and other cyber fraud raise questions about the effective implementation of the law,” sambit pa niya.
Ayon kay Poe, dapat magpaliwanag ang implementing agencies, telecommunication companies at law enforcement agencies kung paano naiparehistro ang
libong SIM na ginamit sa ilegal na operasyon ng POGO.
Pinaalalahanan din ni Poe ang National Telecommunications Commission, Department of Information and Communications Technology at iba pang may kinalamang ahensiya ng pamahalaan na magsumite sa Kongreso ng ulat at update sa implementasyon ng nasabing batas.
