HINDI pinaboran ni Department of Education (DepEd) Secretary Leonor Briones ang panawagan ni Vice President Leni Robredo na magdeklara ng krisis sa sektor ng edukasyon.
Nitong nakalipas na araw ay sinabi ng Bise Presidente na kailangang mabigyan ng agarang solusyon ang gaps sa edukasyon kasunod ng naging ulat ng World Bank.
Sa ulat ng World Bank, 80% na mga mag-aaral sa basic education ang hindi natuto base sa resulta ng pagsusulit sa Program for International Student Assessment (PISA),
“Ang question is I don’t know who should judge whether we have crisis in education or not. Who should judge that we have a crisis education or not? Kung sabihin natin na may crisis education, saan galing ang crisis education after 123 years? After 47 secretaries of Philippine education, after seven secretaries of education, who refused in the international assessment?” kwestyon ni Briones.
Pagdidiin pa ng kalihim, sa panunungkulan lamang ng Duterte Admin muling lumahok sa pandaigdigang pagsusulit ang mga mag-aaral ng bansa.
Ito ay kahit alam ng ahensya na hindi maganda ang kalalabasan nito base pa lamang sa national assessment ng bansa.
“2016 pa, Mr. President, when you appointed me, I already said that we will join the international assessments, so we will see how we fare with the rest of the world. Kasi tayo we have our own national assessments and we noticed that our national assessments, Mr. President, were not exactly very exciting. So sabi natin tingnan nga natin what is happening in the rest of the world and see how we fare with them. So we made the policy and you approved that policy as early as 2017,” ani Briones.
Giit pa ng kalihim na ginanap ang PISA noong taong 2018 at lumabas naman ang resulta noong 2019 at kahit bagsak ay agad itong naiulat ng ahensya sa Presidente at agad na nagpresenta ng mga rekomendasyon para mapaunlad ang performance ng mga bata.
Pero ang World Bank aniya ay inilabas lamang ang resulta ngayong taon at hindi man lang aniya nagbigay ng pasabi sa DepEd.
“Your administration is only on its fifth year. And so it is not perhaps correct or wise or appropriate to lay all the problems of education at the door of your administration,” ayon kay Briones.
Bago naman ang Talk to the People ay inutusan ng DepEd ang World Bank na manghingi ng sorry kaugnay sa ulat nito na tinanggap naman ni Pangulong Rodrigo Duterte.
