MAY disisyon na ang Kamara kaugnay sa status ng kontrobersyal na kongresista ng Negros Oriental na si Arnie Teves.
Sa isang pambihirang pagkakataon ay nagdesisyon ang Kamara de Representantes na tanggalin sa puwesto ang isang aktibong miyembro ng Kongreso.
Ngayong gabi, pinaboran ng Mababang Kapulungan ng Kongreso ang rekomendasyon na sibakin sa puwesto si Negros Oriental 3rd District Rep. Arnie Teves.
Si Teves ang itinuturong mastermind sa pagpatay kay Negros Oriental Governor Roel Degamo at iba pang patayan sa lalawigan.
Kamakailan lang ay idineklara din itong terorista ng Anti-Terrorism Council kasama ang kaniyang umano’y armadong grupo.
At ayon sa Committee Report ng House Committee on Ethics, isang ‘discredit’ sa Kamara ang designation kay Teves.
Grounds para mapatalsik si Teves:
“His designation as a terrorist by the Anti-Terrorism Council, which reflects discredit on the House of Representatives.”

Mabigat din na rason para matanggal si Teves ang ginawa niyang political asylum application sa bansang Timor-Leste.
Lalo na ang patuloy niyang pagsuway sa utos ng Kapulungan na umuwi ng bansa at harapin ang pagkakadawit sa Degamo slay case.
Grounds para mapatalsik si Teves:
“Abandonment of public office as manifested in the continuous pursuit of his application for political asylum in Timor-Leste and his repeated absence in the House of Representatives.”

Malaking factor din sa Kamara ang tinawag nilang ‘indecent behavior’ ni Teves sa social media.
Napahiya umano kasi ang Kapulungan nang mag-post si Teves sa social media ng isang video na sumasayaw habang undergarments ang suot.
Grounds para mapatalsik si Teves:
“Indecent behavior in his social media posts, causing dishonor to the House of Representatives, all of which constitute violations of Sec. 141 (a) and (b), Rule XX of the Code of Conduct of the House of Representatives and disorderly behavior.”

Inatasan ng Konstitusyon ang Kamara para magpataw ng parusa sa mga kongresista na nakitaan ng disorderly behavior.
At kailangan ng two thirds ng boto ng mga kongresista o hindi bababa sa 208 boto mula sa 312 mambabatas ang kailangan para magpataw para mag-expel ng isang miyembro.
“Article VI, Section 16, paragraph 3 of the 1987 Constitution empowers the House of Representatives to punish its Members for disorderly behavior. It reads, thus:
“(3) Each House may determine the rules of proceedings, punish its Members for disorderly behavior, and with the concurrence of two-thirds of all its Members, suspend or expel a Member. A penalty of suspension, when imposed, shall not exceed sixty (60) days.”

At ang pinal na pasya, expulsion o tanggal sa puwesto si Teves dahil sa ‘disorderly behavior’ at paglabag sa Code of Conduct ng House of Representatives.
“With 265 members voting in the affirmative, zero against and three abstentions, the findings and the recommendations containing Committee Report number 717 on the matter of Representative Arnie A. Teves are now adopted,” pahayag ni Speaker Martin Romualdez, House of Representatives.
Ayon naman sa law expert at resident legal analyst ng SMNI na si Atty. Mark Tolentino, maaaring dumulog sa Supreme Court ang kampo ni Teves.
“Yes may option naman ‘yung legal group o legal team ni Teves na mag-file ng petition for certiorari sa Supreme Court. But kailangan nilang patunayan na may grave abuse of discretion tantamount to lack or excess of jurisdiction ang ginagawa ng House of Representatives,” ayon kay Atty.
