Lamentillo, Clavano top gov’t spokesperson—RPMB

THE independent, non-commissioned “Boses ng Bayan” nationwide survey of the RP- Mission and Development Foundation Inc. (RPMD) confirms that Anna Mae Lamentillo of the Department of Information and Communications Technology (DICT) is the top government spokesperson in the Philippines, with an 89 percent performance rating.

Mico Clavano of the Department of Justice came in second with an 87 percent performance assessment score, followed by Daphne Oseña-Paez of the Presidential Communications Office (PCO) with an 85 percent grade.

Goddess Hope Libiran of the Department of Budget and Management (DBM) ranked fourth with an 84% approval rating, and Cesar Chavez of the Department of Transportation (DOTr) ranked fifth with an 82 percent job satisfaction rating.

Marge Gutierrez of the Department of Interior and Local Government (DILG) 81%, Beverly Ho of the Department of Health (DOH) 80%, Mike Poa of the Department of Education (DepEd) 78%, Reynaldo Munsayac of the Office of the Vice President (OVP) 76%, Edu Punay of the Department of Social Welfare and Development (DSWD) 75%, are classified sixth to tenth, respectively, among the top performing government spokesperson in the Philippines.

Tony Lambino of the Bangko Sentral ng Pilipinas (BSP) 73%, Toby Nebrida of the Department of Migrant Workers (DMW) 70%, Kristine Evangelista of the Department of Agriculture (DA) 68%, Jean Fajardo of the Philippine National Police (PNP) 65%, Medel Aguilar of the Armed Forces of the Philippines (AFP) 63%, Armando Balilio of the Philippine Coast Guard (PCG) 60%, and Jonas Leones of the Department of Environment and Natural Resources (DENR) (58%) ranked 11th to 17th place, respectively.

It is crucial that these government agencies have effective spokespersons; they are responsible for communicating with the public, and if they fail to convey the correct message, the entire agency will fail in the public’s eyes.

The top-performing spox ‘gatekeepers of the reputation’ of government agencies should be recognized and commended for their outstanding performance, according to Dr. Paul Martinez, Executive Director of RPMD.

The “Top Gov’t Spokesperson Performance Review” was part of the RPMD national poll “Boses ng Bayan” was held in each city in each region from February 25 to March 8, 2023, with a total of 10,000 adult respondents.

The poll respondents were all registered voters, with a margin of error of +/-1% and a 95% confidence level.

They were selected at random, and the number of respondents per city was proportionally distributed based on official voting population statistics.
