Kishida calls for global regulation to ensure safe AI

SPEAKING at the Paris-based Organization for Economic Cooperation and Development, Kishida emphasized the importance of a common understanding among nations regarding Artificial Intelligence (AI).

“As AI is an innovative technology that affects humanity at large, it is important that many countries share a common understanding on its use and development,” Japanese Prime Minister Fumio Kishida said.

Kishida highlighted the potential of AI as a tool to address various global challenges, including healthcare and climate change.

“AI will make great contributions toward finding solutions to various issues including healthcare and climate change, in a way that was unthinkable in the past,’’ he added.

However, he also cautioned against the dark side of AI, such as the risk of disinformation.

“At the same time, one cannot shed light only on the bright side of generative AI. We must also confront the dark side of AI, such as the risk of disinformation,” Kishida said.

To address these challenges, Kishida stressed the need for international governance to ensure the safety, security, and trustworthiness of AI.

He mentioned Japan’s initiative, the Hiroshima AI Process, which was launched during Japan’s leadership of the G7, has led to the development of International Guiding Principles and a Code of Conduct for AI developers aimed at reducing risks associated with generative AI.

In addition, Japan will establish the Tokyo Center of Global Partnership on Artificial Intelligence to provide support for projects focused on developing technical solutions to mitigate AI-related risks.

The European Union, the United States, China and many other nations are in a race to establish regulations and oversight for AI, while global bodies such as the United Nations have been grappling with how best to supervise this rapidly advancing technology.
