Panibagong round ng SAP cash aid, nakapaloob sa isinusulong na Bayanihan 3

UMABOT sa 115 kongresista ang nagpahayag ng suporta para sa isinusulong na Bayanihan 3 na may P420 Billion na pondo.

Si House Speaker Lord Allan Velasco kasama si Marikina Rep. Stella Quimbo ang may-akda nito sa ilalim ng House Bill 8682 o ang Bayanihan to Arise As One Act.

Pinakamalaking bahagi ng Bayanihan 3 ay mapupunta sa panibagong round ng ayuda sa ilalim ng Social Amelioration Progam o SAP Cash aid ng DSWD na may P108-B budget.

Mga paglalaanan ng pondo sa Bayanihan 3:

  • P52 billion for subsidies to small business for wages and other worker-related expenses;
  • P100 billion for the capacity-building of businesses in critically impacted sectors;
  • P108 billion for additional social amelioration to impacted households through programs of the Department of Social Welfare and Development;
  • P70 billion for the provision of assistance and capacity-building to farmers, livestock producers and fishermen;
  • P30 billion for the implementation of unemployment assistance and cash-for-work programs under the Department of Labor and Employment;
  • P30 billion for internet allowances to primary, secondary and tertiary students and teachers in public and private educational institutions;
  • P5 billion to the Department of Public Works and Highways for the rehabilitation of typhoon-affected areas, including the repair, reconstruction and/or construction of flood control works, roads, bridges, public buildings and other damaged public works, to be distributed proportionately among provinces and cities affected;
  • P25 billion to the Department of Health for the procurement of COVID-19 medication and vaccines, and to finance logistics, information awareness campaigns, and other related operational expenses.

Sunod dito ay ang P100-B para sa apektadong mga negosyo ng pandemya.

Nasa P70-B naman ang mapupunta sa farmers and fisher folks, P52-B na ayuda bilang pangsahod sa small business workers at P30-B naman para sa cash for work program ng DOLE.

P30-B naman ang budget para sa internet allowance ng mga guro at estudyante sa private and public high school and colleges.

P25-B para dagdag pondo sa Department of Health para sa information campaign at iba pang gastusin ng kagawaran at P5-B na budget para sa construction projects ng DPWH.

Ayon kay Speaker Velasco, hindi raw sumapat ang ayudang dala ng Bayanihan 1 at 2 dahilan kaya isinusulong  nila sa Kamara ang bagong Bayanihan bill.

November 2020 nang ihain ni Congresswoman Quimbo ang bersyon ng nasabing panukala, at nakaraang taon din ng ihain nina House Majority Leader Martin Romualdez, Ways and Means Chair Joey Salceda at AAMBIS-OWA Rep. Sharon Garin ang bersyon nila ng Bayanihan 3.

Pero ayon sa House Speaker, dahil sa matinding epekto ng pandemya sa ekonomiya ay dapat matugunan ng gobyerno ang pangangailangan ng mga apektadong sektor.

“Government must therefore take the lead to promote business and consumer confidence and social welfare. Increased, well-targeted spending is a vital step to achieving these goals,” pahayag ni Velasco.

Panawagan naman ng mambabatas na sana’y suportahan ng Palasyo ang Bayanihan 3 at sertipikahan itong urgent ni Pangulong Duterte.
