AYON kay Rep. Isidro Ungab, unti-unting nagiging third chamber ng Kongreso ang Bicam, walang mga debate, transcript, at transparency, ngunit siya ang nagdedesisyon sa huling bersiyon ng pambansang badyet.
“The Bicameral Conference Committee is increasingly becoming the third chamber of Congress, with no recorded debates, no transcript of records, and no transparency at all but decides the final version of the national budget of the Philippines,” pahayag ni Rep. Isidro Ungab, Davao City 3rd District.
