“It appears that Cong. Ungab is saying that the bicameral committee report contains parts and items that were unsigned and that were appropriations that are not programmed.
The question should be: Does the General Appropriations Act (GAA) contain appropriations which are not programmed or parts which are unsigned by PBBM?
The Palace says it’s not true. The best evidence is the document itself. Media should therefore examine the document.
FPRRD’s remarks are based on the validity of Cong. Ungab’s findings plus on the assumption that the GAB as signed into law by PBBM contains the same omissions or infirmities.
Hence, FPRRD is saying IF as charged by Ungab, the GAA was signed with infirmities, then those responsible could go to jail.
