Solo Parent Ordinance IRR in the works

THE Davao City Social Welfare and Development Office (CSWDO) is now in the process of completing the Implementing Rules and Regulation (IRR) for the Solo Parent Ordinance passed on the third and final reading by the 20th Davao City Council last January.

The City Social Welfare Development Office (CSWDO) is now discussing among its divisions the Implementing Rules and Regulation (IRR) of the Ordinance.

“The ordinance has been approved, so we are already making the guidelines so that we can implement the ordinance,” CSWDO Social Welfare Operation Division Acting Division Head Epifania Sagayno told the City Information Office on Tuesday.

Davao City Councilor Pilar C. Braga, during the Aprubado sa Konseho media forum, said that solo parent refers to any person – whether male or female – who has taken the sole responsibility of parenthood and is the breadwinner of the family.

Based on the ordinance, solo parents refer to unmarried separated, annulled, widower, and widowed individuals falling under the enumeration provided under Section 4, Republic Act No. 11861 and its Implementing Rules and Regulations.

The ordinance also states that solo parents who earn the minimum wage and below are entitled to a Php 1,000 monthly monetary subsidy.

Sagayno said that the CSWDO listed so far 3,300 solo parents who are eligible for the monetary subsidy. The CSWDO has already allocated a budget considering the number of eligible solo parents.

“Last year we have listed 6,000 plus solo parent but not all of them are indigent or with a minimum income or below so we halved it, we targeted 3,300 this year but we will see if the districts will submit more because we can still add,” Sagayno said.

She added that social workers on the ground continue to conduct case studies for those who are potentially eligible for monetary subsidies. They check the financial stability of the solo parent and assess if they qualify for the subsidy.

She said that solo parents who seek to avail of the benefits of the Solo Parent Ordinance may go to the 15 CSWDO district offices that issue solo parent cards and also conduct orientation before the card issuance.
