Panukala para sa Digital Prison Record System, gumagalaw na sa Kamara

GUMAGALAW na sa Kamara ang panukalang digitalization ng prison record system sa bansa.

“So, there is a motion to approve the bill in principle and we will just refine the provisions and we will present the revised version to the committee,” pahayag ni Rep. Juliet Marie de Leon Chairperson, House Committee on Justice.

Pasado na sa committee level sa Kamara ang House Bill No. 9194 o panukalang batas para sa pagtatatag ng Digital Prison Record System sa bansa.

Suportado ito ng iba’t ibang ahensiya tulad ng Supreme Court, Department of Information and Communications Technology (DICT), Department of Budget and Management (DBM), Public Attorney’s Office (PAO), Commission on Human Rights (CHR), Bureau of Jail Management and Penology (BJMP), at Bureau of Correction (BOC.

Ang House Bill No. 9194 ay inihain ni Ilocos Norte Rep. Sandro Marcos at AGIMAT Party-list Rep. Bryan Revilla kasama sina PINUNO Party-list Rep. Ivan Howard Guintu, Quezon City Rep. Ralph Wendel Tulfo, Isabela Rep. Faustino Dy, at Caloocan City Rep. Dean Asistio.

Sa pagdinig ng House Committee on Justice na pinamumunuan ni Negros Occidental, 4th District Rep. Juliet Marie de Leon, nitong Miyerkules, Nobyembre 15, sinabi ng sponsor ng panukalang batas na si Congressman Guintu na layunin ng panukalang batas na gawing computerized ang mga record ng persons deprived of liberties (PDLs) upang maging maayos ang pangangasiwa sa mga nakabinbing kaso at maging lantad ang mga datos ng kulungan.

Sa ilalim ng panukala, ang BJMP at BuCor ang inatasan na magtayo ng Digital Prison Records System.

“Basically, it is going to be centralized record system. So, essentially it is not be handled by one particular agency like BuCor and as you mentioned which is under the DOJ and the BJMP will be under the DILG. They will all have both still access on the system because this is going to be unified,” saad ni Cong. Howard Guintu, Sponsor, Proposed Digital Prison Record System Act (House Bill 9194).

 “We will also be including the provincial jails also,” aniya.

Para naman sa ilang mambabatas, dapat ay magkaroon ng isang administrator na siyang magtitiyak na magiging ligtas ang mga impormasyon at hindi magagamit ng hindi otorisadong indibidwal ang sistema.

“But I wish to be enlightened as to who will be the administrator of the entire system because I’m quite apprehensive that if all of these agencies will be given the same access as the administrator meaning they can do anything they want in the system. We might compromise the security of our system,” ayon kay Congw. Jinky Bitrics Luistro, Batangas, 2nd District.

“Given the DICT is here who is here present. So, we will be seeking the assistance of DICT into securing the administration or the monitoring of the records,” wika ni Cong. Howard Guintu, Sponsor, Proposed Digital Prison Record System Act (House Bill 9194).

“The only way to make this really work is through a decentralized responsibility but through the black chain technology. So, meaning each system can be governed and administer each of the agencies individually. But they cannot alter anything without the authorization of everyone,” ani Usec. David Almirol, Department of Information and Communications Technology.

“The features of the bill actually suggest that each particular agency whether BuCor, BJMP, they will have their own individual administrators and that they cannot alter each other’s records. So, with the suggestion of Usec. Almirol, we will take that into consideration also of that possible use of black chain technology,” dagdag ni Guintu.

Sa loob ng 90 araw mula sa pagiging epektibo ng panukala, ang BuCor at BJMP sa tulong ng Department of Information and Communications Technology (DICT) at iba pang kaugnay na ahensiya ay gagawa ng rules and regulations para sa maayos na pagpapatupad nito.

Ayon kay Cong. Guintu, may ilang minor changes na lang ang gagawin at pagkatapos ay agad na isasalang sa plenary debates ang panukala para sa ikalawa at ikatlong pagbasa.
